The Americans with Disabilities Act of 1990 (ADA) mandates that persons with disabilities be afforded equal access to and full participation in programs/activities and/or services pursuant to Title II.  As a governmental entity, the City of Tucson is mandated under Title II to ensure that its facilities are in compliance with the ADA Standards for Accessible Design (ADAAG) guidelines, 28 CRF Part 36, Revised as of July 1, 1994.

2007-10-25 test Is this why playgrounds all have wood chips?
Several years ago, I asked the Parks & Rec dept in Pasadena,CA why they were replacing sand with wood chips in all the parks.  The answer they gave was 'ADA'.  But, wood chips aren't all that accessible in reality (my husband is in a wheelchair), and they are horrible for the kids - splinters, and not as soft for landing on.  My daughter broke her wrist falling onto wood chips at her school.  Can't we have a better solution?  

Mostly sand with rubberized concrete paths would be ideal, but I don't know how much more expensive." --guest
